At Zoomlion Nigeria, we are committed to building sustainable waste management systems that truly serve the people of Lagos. We are therefore encouraged by the Lagos State House of Assembly’s recent consideration and ratification of the framework guiding our partnership with the Lagos State Government under the Lagos State Waste Management Improvement Programme (“LAWMIP”)
The House, through a specially constituted ad-hoc committee, undertook a detailed review of the concession arrangement, alongside the Irrevocable Standing Payment Order (ISPO) designed to support the implementation of the LAWMIP. This thorough legislative process reflects the importance of ensuring that any long-term collaboration delivers value, transparency and measurable impact for the State.
As part of its review, the committee examined the agreement in detail and introduced recommendations aimed at strengthening legal clarity, accountability and alignment with existing Lagos State laws.
A key outcome of the review is the emphasis on clear operational boundaries. Under the approved framework, existing Private Sector Participation (PSP) operators will continue to play their vital role in waste collection and transportation. Our responsibility at Zoomlion Nigeria will be focused on the efficient transfer and processing of waste from designated transfer loading stations to modern recovery facilities ensuring improved environmental outcomes and resource recovery.
The Assembly also highlighted the importance of environmental and social responsibility. The inclusion of periodic impact assessments, as well as defined targets for emissions reduction, aligns strongly with our broader sustainability goals and global best practices in waste management.
From a financial standpoint, the Assembly proposed adjustments to the ISPO structure, including a defined duration for payment commitments to balance project sustainability with broader fiscal responsibility.
Overall, the Assembly’s ratification marks an important milestone in the journey toward transforming waste management in Lagos. It reflects a collaborative effort between the public and private sectors to develop solutions that are structured, accountable and future-focused.
